Is a State license required for Federal projects?

If the project is 100% federal (on federal land, federally funded, etc.), the state does not have jurisdiction and the contractor would follow the requirements by the federal government’s awarding authority. How can a contractor bid on State Government contracts?

A contractor must register as a vendor with the Tennessee Department of General Services. More information can be found on their website here.
